Obviously Germany is the big exception but their hansas are much more flexible than regular ones since they can get adjacency from commercial hubs and bonus resources and are cheaper so they're actually worth putting everywhere if only for that. When I do place them down, I'm actually aiming for the great engineers. There's games where I don't build industrial zones at all until factories beyond the one I want for Ruhr Valley and I don't really feel like production is too poor especially with the governors and especially democracy now. Adding a few more production really isn't that much. At industrialization, they can have 4-5 production. Workshops are very bad investments giving only 2 production and costing 175 production not to mention the maintenance unless you have 3+ envoys in an industrial city state which can be good but not always reliable.įinally, mines themselves already give a lot of production. So overlapping them will only give you the bonus of the workshop and the zone itself. The other thing is that factories and power plants do not stack without Magnus's last ability. But why? Sure, it'd help you build things faster, but why not just chop and buy the original thing you wanted in the first place? Sure, you can chop it out and buy buildings. The game would end before it'd yield benefit. There's no point in trying to build an industrial zone in a city that has trouble building the zone itself. You're basically sinking in a lot of production to get poor bonuses, if you say, build it in like a flatland city with only +1 or even worse no mines. Industrial zones before factories are not really worth it without a good adjacency bonus. Yes, if it takes up space for another district you'd want.
